Carroll Faulkner, PE
I help small Texas cities, counties, and rural development authorities plan, fund, and build the last-mile broadband infrastructure their residents need — and that the major carriers will not build for them.
Current work
Through Faulkner Consulting, LLC, I currently lead project management, planning, design oversight, grant authoring, and construction administration for last-mile fiber networks across Texas:
- Port Aransas — cellular capacity and public Wi-Fi for the City and the Envision Port Aransas Committee.
- Winkler County — a fiber network that will serve Wink and Kermit.
- Monahans and Ward County — Phase II of the program is underway, extending reliable high-speed internet to an additional 2,000 residents and businesses.
- Snyder and Scurry County — in partnership with the Development Corporation of Snyder (DCOS).
- Andrews and Denver City — broadband planning across the Permian Basin.
Legislative work
During the last Texas Legislative Session, I authored HB 2964 (sponsored by Representative Landgraf), aimed at correcting the broadband-mapping issues that have shaped BEAD eligibility across our state. The Bill was left pending in Committee; we are re-filing it for the 2027 Session.
Where I am from
I am a product of Pecos — born in the rural West Texas town that hosted the world’s first rodeo in 1883. The communities I work with today are connected to my roots.
